"I left the practice of OB-GYN last year at the age of 45 to become the Medical Director for BlueCross BlueShield of Georgia. Managed care has had an impact on the delivery of healthcare. Women and men believe that because a physician recommends a procedure or therapy that it is the only way to achieve a resolution to a problem. My experience is quite the contrary. My goal is to help women become educated consumers as they deal with their healthcare needs. If I can prevent one unnecessary Cesarean Birth or hysterectomy my efforts will be successful."

Dr Kulkin earned his MD Degree from the University of Miami School of Medicine in 1978 and entered private practice in 1982. In 1997, he left his practice to become Medical Director for BlueCross BlueShield of Georgia. In 1998, he was accepted as candidate by ACPE for Certified Physician Executive degree- first physician in the USA to achieve this status solely as a result of MBA training. Dr Kulkin is a Diplomat of the American Board of Obstetrics and Gynecology, a Fellow of the American College of Obstetricians and Gynecologists, Member of the Society for Reproductive Medicine, the Medical Association of Georgia and numerous other professional organizations. His special interests include minimally invasive surgery, Reducing cost in medical procedures and practice, lowering cesarean section rates and improving the quality of women’s health care.
